To get +2 seconds, hit the phone booths that have Mr. Burns' picture on them. You can get +2 seconds in the road rage levels by running over the Transit bus stops.

Successfully complete all ten missions in mission mode to unlock The Homer car. The car is selectable in any mode by choosing Homer's picture at the car select screen.

Set the date to 01/01/2002 on the Xbox's internal clock (under System Configuration) to unlock a New Year Day bonus character, Krusty the Klown in a suit.
Set the date to 11/22/2001 on the Xbox's internal clock (under System Configuration) to unlock a Thanksgiving bonus character: a white-haired version of Marge.
Set the date to 12/25/2001 on the Xbox's internal clock (under System Configuration) to unlock a Christmas bonus character: Apu in a Santa outfit.
