Populous: The Beginning cheats for Playstation

Cheat mode
Highlight and press X on every tree in the first level. Then, press Start to display the options screen. If done correctly, the last option will be "Cheat". Select it to access a cheat menu with options for maximum mana, all spells, and all buildings.

on the first level press x on
all the trees on your island, you will hear a clap of thunder and you will now have all buildings
and spells in the pause screen, just go to cheat mode at the bottom of the screen.
