He's on one of the Veniara Islands. It's the biggest Island and he's in the jail which is on the far right after the tavern and the Inn.

He just goes with you eventually. You have to complete some other quests first though. After you get the bridle go back to where the dragon is and they'll say they can't ride him or something like that. Then if you go back to where he's at he'll ask to go with you and you accept him.
